Illinois House and Senate Bills

Illinois House Bill 3739

Amends the State Employee’s Pension Code. Provides the alternative formula for certain automotive mechanics, maintenance field technicians, field techs, engineering technicians V (ET V), maintenance field engineers, field engineers, and civil engineers V (CE V). Exempts the changes from the new benefit increase provisions. Effective immediately.

Illinois House Bill 0515

Provides that no appropriations from the Road Fund may be made to any State agency (other than the Secretary of State, Department of State Police, and Department of Transportation) or the Court of Claims in FY10 or thereafter. Provides that no further transfers may be made from the Road Fund or the State Construction Account Fund to the General Revenue Fund. Effective immediately.

Illinois House Bill 0239

Provides that no appropriations from the Road Fund may be made to the Department of Central Management Services, the Department of Employment Security, the Department of Revenue, the Court of Claims, or any other State agency (other than the Department of State Police, the Department of Transportation, and the Secretary of State) in FY09 or thereafter. Those transfers must be made from the General Revenue Fund instead. Provides that no further transfers may be made from the Road Fund or the State Construction Account Fund to the General Revenue Fund. Effective immediately.

HB 2445 - Omnibus Collective Bargaining Act

Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Provides that public employees forming a union may sign either a union authorization card OR a majority interest petition. Establishes minimum staffing levels at each of the boards and requires each board to return decisions on certification of an union within 120 days.

SB 2252 – Wind Farms and Ethanol Projects

Creates a Green Energy Business program that would lend assistance in the encouragement, development, growth and expansion of green energy projects to allow Illinois to compete for renewable energy developments such as wind farms, solar panel farms and additional biodiesel and ethanol plants in Illinois. Specifies that certain projects would be covered by project labor

agreements.

-       (4/2/09) Passed the Senate 59-0-0. 1st Reading in House.

 

SJR 35 – Employee Free Choice Act

Affirms the Illinois General Assembly's support for the provisions of the Employee Free Choice Act currently pending before U.S. House of Representatives. The resolution encourages Congress to pass the federal EFCA legislation that will give workers in the private sector the right to more easily join a union, bargain for a fair contract in a timely manner and be free from employer harassment during organizing drives.

-       (4/29/09) Passed Senate by votes of 33-22.
