Tony Barr, President
Tony Barr is serving his fourth term as Local 916 President. A former driver for USF Holland, Tony has been a Teamster for over 24 years. Barr has been a member of 916’s Executive Board since 1996 and President since January 1, 1999. During Barr’s tenure as President Local 916 has seen times of prosperity and innovation including the construction of a brand new hall and the creation of a website and newsletter to keep the membership informed. Other accomplishments during his Presidency include the establishment of an annual Steward Dinner Dance, Membership Appreciation Day, D.R.I.V.E. Golf Outing, participation in the State Fair Parade, the formation of a 916’s own D.R.I.V.E. fund, keeping Local 916 on solid economic ground and the continuation of outstanding contracts for our members. He is a member of the International Brotherhood of Teamsters Public Policy Committee and served on Joint Council 65’s Executive Board from 1998-2008. Barr is also a business agent for employees in the public services industry. An avid outdoorsman, Barr lives in Beason with his wife Rene.’ They have three children, Daryl Anne, Valerie, and Luke.

Leo Carroll, Recording Secretary and Executive Assistant:
Carroll is a veteran Local 916 officer, serving as Interim Principal Officer from January 1998 to December 1998. As Barr’s executive assistant, he is the Co-Chairman for the Illinois Conference of Teamsters, chairs the Public Service Committee for Joint Council 65 and is also a member of the Central Region Joint Area Freight Committee and the Joint State Freight Committee. Carroll is the Business Agent for the Public Service industry with a focus on the 2,300 IDOT Protech members. He lives in Jacksonville with wife, Peggy. They have three adult children. Dave Rush, Vice-President
Rush joined the Local 916 in August, 2000, leaving a 15 year tenure in the trucking industry with ABF Freight and USF Holland, where he was also a steward. In 2008, Dave took over the office of Vice President for Local 916. He serves as the business agent for the Construction, Freight, Newspaper, and Public Service industries. He lives in Sherman with wife Terri.

Tom Clatfelter, Secretary-Treasurer
Tom has been on the Executive Board since 1996 as he served as a Trustee from 1996 - 2003. He now holds the office of Secretary Treasurer. Prior to working at the Local Union Hall he was employed at E&F Distributors for 29 years where he also served as Union Steward. In total, Tom has been a lifelong Teamster and a part of Local 916 for 38 years. He also chairs the Brewery and Soft drink Committee for Joint Council 65 and is the business agent for the Brewery & Soft Drink, Dairy, Linen, Public Service, Automotive and Bakery Industries. He lives with his wife Linda in Sherman. They have three sons and two beautiful granddaughters.

Jim Franklin, Trustee
Jim is serving his fourth term as a Trustee on the Local 916 executive board. He is employed by IDOT as an operations technician, and is the Pro Tech Division 8 representative. Jim is married to Linda and is the father of Jamie. In his spare time, he works on cars and trucks, does landscaping, is the coach of the East St. Louis High School track team and the assistant coach of the cross-country team, and works with Habitat for Humanity.

Lenny Reynolds, Trustee
Lenny has been a Teamster member since 1982. He is in his third term of office as a trustee on the executive board. Since 2002 he has also been a steward for E & F Distribution Company. He resides in Springfield with his wife Peggy. He's also the president of the Hidden Valley Lake Association. He loves to fish.

Dave Shafer, Trustee
A lifelong Teamster, Shafer was hired by Carnation (now Nestle) of Jacksonville on November 30, 1970. He joined the executive board in 1998. He lives in Jacksonville with wife, Ann. He has two children, Christy Cass and Eric Shafer. Christy is the mother of twin girls, Dave’s grandchildren, Shelby Morgan and Madelyn Grace Cass. In his spare time, Dave collects Carnation, Nestle and Teamster memorabilia.

Larry Larson, Business Agent
A second generation Teamster, Larson was hired as a Business Agent in charge of warehouse accounts in February 2003. He is a lifelong resident of Springfield, and spent 14 years as a warehouseman at Bunn Capitol before joining the Local 916 staff. Larson is the business agent for the Warehouse, Food Processing, and Automotive Industries. In his spare time Larson fishes, winning numerous awards and prizes each year, and golfs.

Dave Robinson, Organizer-Agent
Robinson joined the Local Union Staff as Organizer-Business Agent in April 2006. He's been a member of Local Union 916 since 1994. He worked 11 years in the Building & Construction Industry and was most recently employed as a security guard for City Water Light & Power before coming to join our team. Robinson is the Recording Secretary for the Basic Crafts Council of Illinois which is a coalition of Union Leaders to promote Union Labor throughout central Illinois. Robinson is a Business Agent for the Construction, Industrial Trades and Freight Industries.

J.P. Fyans III, Legal Counsel
J.P. recently joined Teamsters Local 916 as their exclusive legal counsel where he represents our members on disciplinary matters, in grievances, contract negotiation and in arbitrations. Originally from Springfield, J.P. received his Bachelor of Arts from Illinois Wesleyan University in Bloomington and his Juris Doctorate Degree from The John Marshall Law School in Chicago. He is licensed to practice law in Illinois Wisconsin, and before the United States District Court, Northern District of Illinois. He and his wife Kristin live in Springfield with their son Jackson. Tom Nuzzo, Business Agent
Nuzzo spent 35 years with IDOT’s Division of Highways before becoming Local 916’s business agent in the northern tier of the state, dealing with nearly 700 Pro-Tech members and Secretary of State employees in the city of Chicago. He is married to Maryann and has three grown children, Ann, Tony, and Christine.

Esther Sparks, Office Manager/Bookkeeper
A resident of Lincoln, Sparks spent 20 years as a legal secretary prior to coming to Local 916 in 2000. She is responsible for the overall clerical organization and supervision of the office. She has two adult children and four grandchildren.

Teri Hanner, Secretary/Titan Operator
Teri was born and raised in Lincoln, Illinois, but has been a resident of Elkhart since 1980. She's the mother of two daughters, Jessica and Nicole. Teri is also a business owner. She owns The Hair Hut Beauty Salon AND the Blue Moon Tavern in Elkhart. And don't think she's an absentee owner. She finishes her full time job at Local 916 then heads home to put in more hours in the businesses.

Sue Fickas, Health and Welfare; Pension Specialist
Sue joined the Local 916 staff in 1994. She is responsible for coordinating the Central States Health and Welfare and Pension funds for the private sector members. She lives in Springfield with her “Simon” the amazing shitzu.
